If the photo is needed from an official source, the request should go to the sheriff or to the state or federal system that held the person.

The same portal is often the first place users expect to find a booking photo, even though Lassen's photo setting is disabled.
That absence should be handled with care. It does not mean a booking photo never existed. Use the app as an access channel to verify current custody, bail, or inmate-contact information if the live app offers those features. Do not assume it publishes released mugshots. If a person was released recently, the absence of a photo in the app or on CitizenRIMS does not prove there was no booking photo. It only means the public channel did not show one.

- Cite the California Public Records Act and ask the sheriff to apply any required exemptions or redactions.
- Ask whether the photo is withheld because of safety, investigation, juvenile, sealed-record, or agency-policy limits.
- For a state-prison photo, use CDCR records rather than the Lassen County jail path.
Government Code section 7923.610 requires public access to key arrest facts, including time and manner of release or current holding location, subject to limits. It does not guarantee that every booking photo appears online.
